H.E. Eng. Abdulrahman Abdulmohsen AlFadley

Minister of Environment, Water and Agriculture

Eng. Abdulrahman AlFadley holds a Chemical Engineering degree from King Saud University and became Minister of Environment, Water, and Agriculture in 2015. Prior to this, he was CEO of Almarai from 2000 to 2015, after 13 years in the petroleum industry. He chaired several organizations, including International Dairy and Juice Limited and the Dairy and Food Polytechnic.

As Minister, he oversees numerous entities, such as the General Food Security Authority and the National Water Company. AlFadley has extensive experience in operations, project management, and investments, and is committed to corporate social responsibility, Saudization, and agricultural development.

As we collectively embark on the journey toward the 11th World Water Forum in Riyadh in 2027, we are pleased to share with you the official Regional Process Guidelines.

The Regional Process is central to our commitment to anchoring the World Water Forum in local realities while advancing global water agendas. It seeks to identify region-specific priorities, foster cross-regional dialogue, and amplify local solutions that inform and enrich the Forum’s political and thematic outcomes.

This document outlines the objectives, governance structure, expected deliverables, and ethical standards that guide our collective work. It also defines the principles of inclusivity, transparency, and result-oriented cooperation that are essential to the integrity of this process.

We call upon all actors participating in this journey to carefully read the Guidelines, uphold the commitments therein, and actively engage in the Regional Process leading up to Riyadh 2027. Your leadership and collaboration will be vital in shaping impactful outcomes for your region—and for the world.

By taking this opportunity to introduce the guidelines, we invite qualified institutions from the five identified regions—Africa, the Americas, Asia and the Pacific, Europe, and the Middle East and North Africa (MENA)—to express their interest in serving as Regional Process Coordinators. Selected Coordinators will play a pivotal role in shaping the regional dialogues, mobilizing key stakeholders, and guiding the preparation of regional contributions in line with the Forum’s overall vision.

Japan The World Water Actions report Inventoried over 3,000 local water actions.

2006

Local Actions for a Global Challenge, Mexico City, Mexico

The 4th Forum established mechanisms for cooperation and coordination to transform the global vision into concrete action.

2009

Bridging Divides for Water, Istanbul, Turkey

Local and regional authorities pledged the Istanbul Water Consensus.

2012

The time for solutions, Marseille, France

A Village of Solutions displayed concrete actions from all around the world.

2015

Water for our future, Daegu & Gyeongbuk, Republic of Korea

The 7th Forum delivered 16 Implementation Roadmaps to guide and track collective action for water.

2018

Sharing Water, Brasilia, Brazil

The 8th World Water Forum marked the largest edition in history of the event, with more than 10,000 participants and 100,000 visitors.

2021

Water security for peace and development, Diamniadio (Dakar), Senegal

The 9th edition of the World Water Forum was held for the first time in sub-Saharan Africa.

2024

Water for shared prosperity, Bali, Indonesia

The 10th edition of the World Water Forum was held in Bali, Indonesia.
